The paper presents the results of a study examining the roles of organizations and institutions in protecting critical infrastructure facilities, as well as the procedures for reporting the situation. The study was conducted in parallel with an assessment of disaster risks in Varna Province. It was initiated during the implementation of Task 1.1.6 of the National Scientific Programme “Security and Defence” and aims to determine monitoring parameters for early warning and reconnaissance of the consequences of disasters of various origins affecting critical infrastructure elements. Based on the qualitative and quantitative assessments conducted, the area designated for experimental monitoring, its parameters, and the stakeholders for whose benefit the monitoring should be carried out were defined.
