Assessment of the National Security Protection System in the Republic of Bulgaria

Abstract:

The paper presents the results of an expert assessment of a formal model of the National Security Protection System of the Republic of Bulgaria (NSPS), for which a dedicated methodology was developed. Using content analysis, functional analysis, and doctrinal (scientific) interpretation of legal acts, the study examines the functions and activities of the structures and bodies within the NSPS in achieving the state's strategic objectives. Six key legal acts governing the activities of major institutions - the Council of Ministers, the National Assembly, the Ministry of Defence, and the Ministry of Interior - as well as two strategic documents are examined. Recommendations are proposed for optimizing the formal model of the NSPS to improve its effectiveness.
